Un the question of the difference of opinion between the Government of Hong Kong and the Naval Authorities as to :-

"Whether the treatment of Small-pox cases in the Naval "Infectious Diseases Hospital would constitute a danger to the "health of the community",

and which appears, from War Office Letter No. 4828/7/221, A.V.D.1 dated 18th. July, 1904, from letter No. 9571/1904/0.0.D. dated 12th. December, 1904, from his Excellency the Governor, and from letter dated 5th. January, 1905, from his Excellency the Commander in-Chief, China Station, to be the question referred to me as

that:- Arbitrator, I have the honour to inform you,

(1). Having perused the case against the use of the Hospital for the treatment of Small-pox patients, prepared by the Hon. Dr. J. M. Atkinson, M.B., Principal Civil Medical Officer and the case in favour of its use for such patients, prepared by Depu- ty Inspector General Gimlette, Royal Navy:

Having visited the Naval Infectious Diseases Hospital, which consists of three blocks, one administrative and two for treatment of patients, making up in all 17 beds, and the neighbourhood in its vicinity:

(3).

Having in view the following points:-

(a). That small-pox is spread from the sick to the

healthy mainly by means of the air,

(b). That small-pox hospitals are apt to dissemi-

-nate
